Departmental Discipline
 
  CAO (Departmental Discipline) Section is responsible for inquiring into complaints of irregularities, indiscipline, and matters having a vigilance aspect against AFHQ employees, and taking disciplinary action against them if they are found to have violated Conduct Rules. The Section is also responsible for issuing Vigilance/Discipline clearance for various purposes, i.e. promotion/deputation/foreign visit.

  CAO (DD) Section is also required to investigate complaints for authenticity, process representations of officials aggrieved by outcome of disciplinary proceedings against them, analyze Inquiry Reports to ensure that their findings are judicious, analyze Review/Revision petitions by officials who have been penalized, for submission to the Competent Authority, do ground work for review of suspension cases by appropriate committees, liaise with CBI/CVC/Police Authorities for expeditious conclusion of cases, inculcate vigilance awareness in AFHQ personnel by organizing ‘Vigilance Awareness Week’ etc.

  Complaints against AFHQ personnel are received from the offices where they are posted, through official channels. Private individuals aggrieved by conduct of AFHQ personnel may also lodge complaints with CAO(DD) Section. These complaints are acted upon after verification of the source of the complaint. Anonymous/pseudonymous complaints are not acted upon as a matter of rule. However, any individual desirous of making a complaint against any AFHQ employee, without disclosing his identity can lodge a complaint with CVC under provisions of ‘Whistle Blower’ resolution of the Cabinet. Such ‘Whistle Blower’ complaints are processed without compromising the identity of the complainant.
